7. Exercise Preparation
1. On November 11, 2019, at 4: 00 p.m. in front of the analysis building, gather to clarify the steps of this exercise and the division of responsibilities;
2. Equipment preparation: banner, 1 megaphone, 1 whistle, 1 signboard of assembly point of each group, 1 iron bucket, 3 fire smoke cakes, 3-5 cans of dry powder fire extinguisher, fire fighting equipment and rescue equipment;
3. At the beginning of the drill, the observation staff (employees of the company who did not participate in the drill) entered the second and third floors of the analysis building to wait for evacuation;
4. Simulated fire and smoke arrangement: Chen Sifang and Chen Wenliang.
8. Exercise Procedure and Key Points
1. Initial fire information notification, evacuation and fire control drills
(1) Simulated fire: due to the sudden fire caused by foreign delivery personnel smoking in the parts warehouse in violation of regulations, the warehouse keeper Zhou Ronghui immediately reported to Hu Dongbiao, head of the property management department. Hu Dongbiao organized the personnel of the property management department to put out the fire. The fire could not be controlled, the fire expanded, and thick smoke spread to the third floor of the analysis building 2. through windows and stairwells;
(2) Hu Dongbiao immediately dialed the company's emergency telephone number 8989945 or the commander-in-chief telephone number to report the fire information to the commander-in-chief;
(3) The commander-in-chief immediately rushed to the scene, immediately ordered to start the level II (company level) accident emergency plan after inspecting the fire, issued employee evacuation instructions, issued fire fighting instructions, and required the communication team to prepare for the level I (regional level) accident emergency plan contact work. The material supply team immediately opened the emergency material warehouse and provided emergency rescue materials to each team. The warning team organized personnel to evacuate to the exit of the production area and set up a warning area, guide personnel to the right and go downstairs to escape in an orderly manner to avoid crowding. Escape employees will evacuate under the condition of thick smoke in the fire scene. Cover their mouth and nose with wet water such as cloth towels and paper towels to evacuate from the fire scene in a low posture and evacuate to the front flat of the company's complex building according to instructions. The commander-in-chief will organize on-site cadres to queue up and count the evacuated employees in units to ensure all personnel. The rescue team wore gas masks and entered the scene to search and rescue personnel on the floor according to the fire situation, and rescued a wounded person (Chen Yong). The medical rescue team quickly carried the injured person to a safe place with a stretcher for rescue and treatment (wound hemostasis, burn care, etc.). The fire fighting team started the fire fighting exercise after hearing the fire fighting order issued by the commander. The fire was extinguished with a dry powder fire extinguisher and a hydrant hose water gun;
2. The environmental monitoring team shall conduct sampling and monitoring of environmental indicators such as water and air in the fire area;
3. Arrange ordinary employees to operate fire extinguishers, and explain the use method, decomposition action and matters needing attention of dry powder fire extinguishers;
4. Summary of the number of participants;
5. Exercise requirements: smooth and timely communication, clear instruction transmission, tense and rapid arrival of personnel at the scene, serious and realistic exercise attitude, follow the instructions, and complete recovery of equipment after the exercise.

On the morning of April 28, 2022, Ou Xing, deputy director of the Municipal People's Congress, Jiang Yunxin, director of the Municipal Environmental Protection Bureau, and Huang Hanmao, director of Pine Economic Development Zone, visited Hunan Xinkesi for inspection and investigation. The leaders of the inspection team listened to reports on the basic situation of the company's production and operation, the recycling of solid waste resources, and the protection of the ecological environment. An on-site inspection of the company's rain and sewage collection and integrated treatment system was conducted.
On the afternoon of May 23, 2023, Chen Fei, deputy director of the Standing Committee of the Provincial People's Congress, Jiang Yunxin, director of the Municipal Environmental Protection Bureau, Huang Hanmao, secretary of the Party Working Committee of Pine Economic Development Zone, and Luo Renyuan, director of Pine Economic Development Zone, visited Hunan Xinkesi for inspection and investigation.
The accident scene set in this exercise was: two operators checked the sulfuric acid storage tank on site. one operator found that the front flange of the manual valve at the bottom outlet of the sulfuric acid tank leaked. because he did not wear protective equipment, sulfuric acid scalded his face and eyes, and the other operator reported the scene situation to the control room. The emergency team was in place quickly, the leakage was controlled, and the personnel were treated in time. The accident wastewater generated during the rescue process all enters the fire emergency pool, and the accident has no impact on the surrounding environment of the park.
